School Promotion Rethink
While teachers, parents, and Principals know that the social promotion policy whereby students are passed on to a higher grade only to get rid of them and not because they deserved to graduate is being implemented throughout the New York City area, Chancellor Klein appoints a panel of "experts" to tell him that this is indeed happening.
