Abramoff Team and Reid's Office Had Frequent Contact, Records Show

Reid wrote at least four letters helpful to Indian tribes represented by Jack Abramoff, and Reid's staff had frequent contact with the disgraced lobbyist's team about legislation. The activities -- detailed in previously unreported billing records and correspondence -- occurred over three years as Reid (D-Nev.) collected nearly $68,000 in political donations from Abramoff's firm, lobbying partners and clients. Reid's office yesterday acknowledged having "routine contacts" with Abramoff's lobbying partners. Reid intervened on government matters in ways that Abramoff's tribal clients might have deemed helpful, once opposing legislation on the Senate floor and four times sending letters pressing the Bush administration on tribal issues. Reid collected donations around the time of each action. Abramoff's firm also hired one of Reid's top legislative aides as a lobbyist. The aide later helped throw a fundraiser for Reid at Abramoff's firm that raised money from several of Abramoff's lobbying partners. A Reid spokesman said none of the senator's actions were affected by donations or done for Abramoff. "All the actions that Senator Reid took were consistent with his long-held beliefs, such as not letting tribal casinos expand beyond reservations, and were taken to defend the interests of Nevada constituents," spokesman Jim Manley said. Abramoff has pleaded guilty to fraud and bribery and is helping prosecutors investigate the conduct of lawmakers, congressional aides and administration officials his team used to lobby. Abramoff spokesman Andrew Blum declined to comment on the Reid contacts. Reid has assailed Republicans' ties to Abramoff while refusing to return any of his own donations. He argues there is no need to return the money. "Senator Reid never met Jack Abramoff and never has taken contributions from him, and efforts to drag him into this are going to fail," Manley said. Although Abramoff never donated personally to Reid, the lobbyist did instruct one tribe, the Louisiana Coushattas, to send $5,000 to Reid's tax-exempt political group, the Searchlight Leadership Fund, in 2002. Reid was Democratic whip at the time. Abramoff sent a list to the tribe titled "Coushatta Requests" recommending donations to campaigns or groups for 50 lawmakers. Alongside Reid's name, Abramoff wrote, "5,000 (Searchlight Leadership Fund) Senate Majority Whip." About the same time, Reid sent a letter to the Interior Department helpful to the tribe, records show. His March 5, 2002, letter pressed the agency to reject a casino proposed by a potential rival to the Coushattas, the Jena Band of Choctaw Indians. Sen. John Ensign (R-Nev.) also signed the letter. Reid also officially opposed new tribal casinos in California and Michigan, where Abramoff had tribal clients with casinos. Reid and Ensign recently wrote the Senate Ethics Committee to say their letter had nothing to do with Abramoff or the donation and instead reflected their interest in protecting Las Vegas's gambling establishments. "As senators for the state with the largest nontribal gaming industry in the nation, we have long opposed the growth of off-reservation tribal gaming throughout the United States," Ensign and Reid wrote. Reid authored the law legalizing casinos on reservations, and he has long argued it does not allow tribal gambling off reservations. Abramoff's group had earlier contacts with Reid's office over the Northern Mariana Islands, a U.S. territory and one of Abramoff's highest paying clients. In 2001, records show, Abramoff's lobbying partners billed for nearly two dozen phone contacts or meetings with Reid's office, mostly to discuss Democratic legislation that would have gradually applied the U.S. minimum wage to the islands. Republicans wanted to keep the islands exempt. Reid, along with his Senate counsel, Jim Ryan, met with Abramoff deputy Ronald Platt on June 5, 2001, "to discuss timing on minimum wage bill," according to a bill that Greenberg Traurig, Abramoff's firm, sent the Marianas. Three weeks before the meeting, Greenberg Traurig's political action committee donated $1,000 to Reid's Senate reelection committee. Three weeks after the meeting, Platt himself donated $1,000 to Reid. Manley said Reid's official calendar does not list a meeting on June 5, 2001, with Platt, but he also said he could not say for sure the contact did not occur. Manley confirmed Platt had regular contacts with Reid's office, calling them part of the "routine checking in" by lobbyists who work Capitol Hill. As for the timing of donations, Manley said, "There is no connection. This is just a typical part of lawful fundraising." Platt and a fellow lobbyist also reported a contact on May 30, 2001, with Edward P. Ayoob, Reid's legislative counsel. Within a year, Ayoob had left Reid's office to work for Abramoff's firm, registering to lobby for the islands as well as several tribes. Manley confirmed Ayoob had subsequent lobbying contacts with Reid's office. © 2006 The Washington Post Company Democrats Unveil Lobbying Curbs As Party Escalates Reform Push, GOP Calls Scandal Bipartisan By Jonathan Weisman, Washington Post Staff Writer Thursday, January 19, 2006; A01 LINK Congressional Democrats yesterday laid out a plan to change what they called a GOP "culture of corruption" in Washington, even as Republicans pointed to ethics lapses on their antagonists' side of the aisle. Democratic leaders from the House and Senate endorsed proposals that closely mirror Republican plans unveiled this week to tighten regulations on lobbyists since the Jack Abramoff political corruption scandal broke. But in a sign that an ethical "arms race" may be developing, the Democratic plans go further than the Republicans' proposals. Rather than limiting the value of a gift to $20, as House Republicans are considering, Democrats would prohibit all gifts from lobbyists. Democrats also take direct aim at some of the legislative practices that have become established in the past 10 years of Republican rule in Congress. They vowed to end the K Street Project, under which Republicans in Congress pressure lobbying organizations to hire only Republican staff members and contribute only to Republican candidates. Lawmakers would have to publicly disclose negotiations over private-sector jobs, a proposal inspired by then-House Energy and Commerce Committee Chairman W.J. "Billy" Tauzin's job talks in 2003 that led to his hiring as president of the Pharmaceutical Research and Manufacturers of America in January 2005. Executive branch officials who are negotiating private-sector jobs would need approval from the independent Office of Governmental Ethics. Under the Democrats' plan, House and Senate negotiators working out final versions of legislation would have to meet in open session, with all members of the conference committee -- not just Republicans -- having the opportunity to vote on amendments. Legislation would have to be posted publicly 24 hours before congressional consideration. Democrats also proposed to crack down on no-bid contracting and to require that any person appointed to a position involving public safety "possess proven credentials." "Mr. Abramoff and his associates will be held up as the beginning and end of our congressional crisis, but they are just the symptom of a larger problem," said Rep. Louise M. Slaughter (D-N.Y.). "Now is the time to realize that the Republican members of Congress who put America up for sale have neither the ability nor the credibility to lead us in a new direction." Abramoff, a once-powerful lobbyist, is at the center of a far-ranging corruption investigation. He pleaded guilty this month to fraud, tax evasion and conspiracy to bribe public officials in a deal that requires him to provide evidence about members of Congress. So far, the scandal has had a distinctly Republican focus. The GOP has received nearly two-thirds of the campaign donations from Abramoff's lobbying team and Indian tribal clients, and 100 percent of his personal donations. Federal prosecutors looking into the Abramoff case have so far implicated only a Republican lawmaker, a Bush administration procurement official and GOP aides in charging documents. Still, Republicans have worked hard to convince voters that any corruption in the capital is bipartisan, alleging Democratic abuses to match the charges against Republicans. Senate Minority Leader Harry M. Reid (D-Nev.), like House Speaker J. Dennis Hastert (R-Ill.), signed a letter in 2002 to Interior Secretary Gail A. Norton on behalf of an Abramoff client around the time he received a large campaign contribution from Abramoff's tribal clients. Edward P. Ayoob, a former Reid aide, was a member of Abramoff's lobbying team. Sen. Byron L. Dorgan (D-N.D.), one of Abramoff's toughest critics, has acknowledged that in the fall of 2003 he pushed Congress to approve legislative language urging government regulators to decide whether the Mashpee Wampanoag tribe of Massachusetts deserved federal recognition. About the same time, Dorgan met with the tribe's representatives and Michael D. Smith, an Abramoff associate. Abramoff picked up part of the tab for two Democrats, Reps. James E. Clyburn (S.C.) and Bennie Thompson (Miss.), on a trip to the Northern Mariana Islands in the mid-1990s, officially sponsored by the nonprofit American Security Council. Clyburn, now chairman of the Democratic Caucus, was recently named to the House Democrats' "clean team," tasked with leading the ethics-reform push. And as Democrats try to widen the focus of the corruption scandal, they risk bringing more scrutiny to party lawmakers. Yesterday, Democrats repeatedly mentioned the guilty plea of Rep. Randy "Duke" Cunningham (R-Calif.) in a bribery scheme not connected to Abramoff. But a Democrat, Rep. William J. Jefferson (La.), is under a similar cloud. Last week, Brett M. Pfeffer, a former Jefferson aide, pleaded guilty to conspiring to bribe Jefferson, who, in exchange for his support, allegedly demanded a 5 to 7 percent stake in one of two West African Internet and cable television companies that Pfeffer's firm was investing in. "When I hear Democratic Party leaders throwing around terms like 'culture of corruption,' I have to think, 'You oughta know,' " said Rep. John A. Boehner (R-Ohio), a candidate for the post of House majority leader. Sen. Barack Obama (D-Ill.) conceded yesterday that "Democrats are certainly not without sin." But, he added, the efforts of Abramoff; his business partner, Michael Scanlon; and the K Street Project to integrate Congress's legislative efforts with the Republican lobbying world "are Republican sins and Republican sins alone." Frank Clemente, director of the watchdog group Public Citizen's Congress Watch, drew a distinction between the corrupt actions of individuals for their own benefit and the "systemic" corruption that Abramoff's actions have uncovered: the routine, glitzy fundraisers and entertainment junkets that seemingly lead to official action; the revolving door that allows congressional aides to become high-priced lobbyists; and the fleecing of clients with the promise of access to power brokers in Washington. © 2006 The Washington Post Company Public Citizen's Congress Watch The "Ethics Hall of Shame": Cleanup Washington LINK An unprecedented wave of corruption, cronyism and special-interest sleaze has gripped our nations capital in recent years. To bring greater public attention to the individuals involved in these ethics scandals in the hope of preventing such abuses of the public trust in the future Public Citizen has established the Ethics Hall of Shame. To be included, a member of Congress must have committed illegal acts or engaged in conduct that is highly abusive of the public trust in the service of special interests. Those members of Congress in the "dishonorable mention" category have been involved in activity that is ethically questionable or offensive to the public trust, but which does not rise to the same level of wrongdoing as that of the inductees into the Hall of Shame. The list of inductees is not complete; it is expected to grow in size and seriousness as Department of Justice investigations into the scandal surrounding admitted felon and former super-lobbyist Jack Abramoff continue to unfold.
